I see this:

Cpu(s): 49.1% user, 32.7% system, 0.0% nice, 18.2% idle


but yet In the processes listed by CPU, I only see about 30% of the CPU being used?

What is wrong with this picture?

Judging from how slow your website is...you have an overloaded VE there...

Well, if you see in my other thread, nobody is taking up all my CPU. but I want to know where the other percentage is coming from.

Also what is a VE?

like just now 100% of all of the CPU was being used, and I could only see 10% of being used in top.
